The Texas formation record is not the EIN notice
A company filing, tax-account letter and bank checklist can all ask for business numbers. Start by identifying who issued the record and which number the next form wants.

For an existing business, check whether an EIN has already been assigned. Ask the owner or the person who prepared the first application for the notice. Do not send another request simply because the state record uses a different identifier.
When a bank or customer says “Texas tax ID,” ask for the field label and instructions. The request might concern a state account, the entity filing or its federal EIN. Keep the answer with the account setup documents.
Prepare the state details before the IRS request

Write down the legal name, effective formation details, members and the person who controls the business. If a trading name differs, keep a record linking it to the legal entity. An invoice heading alone is a weak starting point for an EIN request.

Do not assume an agent address is the same as the business’s operating location. Explain where you work, store stock and employ people when preparing the IRS application and the state tax review.
A foreign owner needs an application route, not a guessed ID

Collect the full ownership record, formation evidence and an address where IRS mail can reliably reach the business. Confirm who is authorized to handle the request and retain the completed application with the eventual notice.

Ask your reviewer to assess the current reporting year and the business facts. This guide does not assign a sales-tax obligation, a threshold or a tax bill from the company name alone. Provide activities, locations and receipts rather than assuming every Texas business follows one checklist.
For a foreign-owned U.S. disregarded entity, also review related-party transactions for Form 5472 with a pro forma Form 1120 where required.IRS Owner funding belongs in that review even before customer revenue starts.
Use separate calendar entries for state reporting, federal reporting and agent renewal. Name who is responsible for each task and retain the confirmation when it is complete. Paying one provider invoice should not be treated as proof that every filing was made.
